Simulation of Slow Filesystem

Often we see a filesystem served by Apache or whatever which has strange delays caused by slow NFS mounts, filewalls, or excessive traffic on the server. These files will be transmitted with 10 second pauses at 2000 and 24000 bytes into the file transfer.
